City Clerk/Utility Supervisor

The City Clerk/Utility Supervisor collects all money due to the city for the payment of license fees or taxes, permits and utilities/services offered by the city. He or she handles billing for the water, electric and other service departments. The City Clerk/Utility supervisor is appointed by, reports directly to the City Manager.

Other responsibilities that fall under this title include:

  1. Keeps the minutes at all City Commission meetings, and also keeps all City records such as ordinances, resolutions, contracts, lease agreements, deeds, etc.;
  2. Designated as the official ‘Freedom of Information Officer’;
  3. Keeps the corporate seal of the City and is authorized to administer oaths;
  4. Prepares and checks special assessment roles;
  5. Responds either in person or by phone to citizen complaints, concerns and questions relating to City policies; and/or utility problems;
  6. Issues cereal malt beverage licenses, club licenses, and vendor permits;
  7. Handles miscellaneous correspondence for the City of Pratt;
  8. Works with City Manager and City Attorney, as well as other department heads to develop polices and procedures for the City of Pratt.
  9. Daily cash reconciliation of utility and general receipts
  10. Final authority for cutting off utility services; works up agreements for larger past-due accounts; administers and manages collection accounts to the state set-off program.
  11. Handles and submits insurance claims against the City of Pratt
  12. Prepares proclamations and handles process for the signing mayor
  13. Is the city’s election representative appointed by the County Clerk and is responsible for seeing that ballots and election information are delivered to the polling place
  14. Assists City Manager with agenda and packet preparation for the City Commission Meetings

Pratt News
The Main Street bricks that have been stockpiled north of the College in the Business Park are now available to the General Public. The bricks are for use by the citizens of Pratt County only. Bricks shall be loaded by hand, not by loaders or large equipment, to ensure that everyone has a fair opportunity to acquire their share of the bricks for their own use. Contractors and other Cities are not permitted access to the bricks for any reason.

The City of Pratt would like anyone who has sewer drain problems on the lowest floor of your home to call the City crews first before calling a plumber. City crews will check the sewer mains to determine if the problem is in the main or in your private line at no charge.
